Actually, they've been talking about shutting down CodeExchange for quite some time.
The message saying that Code Exchange was going to shutdown is at the frontpage of CodeEx place for over a month now.
This whole move is a natural thing, a developer has too many issues with CodeEx licensing. Take a look at the comments of this blog by Alvaro Tejada Galindo , to see what people don't like about the current model.
